PartCopy
This utility can copy any number of bytes from one file into a new one. Useful if you want to extract sound or data from a location within a file.

The controls allow you to enter the start position and length in either decimal or hexadecimal values.
Buttons also allow you to make changes like switch to the end of the file.
The hex file viewer is an alternate way to selecting the start and offset positions. It is a great way to visually see the segment of the file you want to copy.
Settings allow you to easily change options to suit your preferences.
